Randolph Township, Mr. Phillip R. Oakes (88), died on August 1, 2011 at St. Clare’s Hospital in Dover. He was born and raised in Kenvil and lived in Ledgewood before moving to Randolph. He served in the U S Army during WWII. He was a truck driver for many years in Dover and later for the County of Morris in Wharton.  He was predeceased by his wife Rose Oakes in 1991 and is survived by several children and grandchildren.
